COURSE:  WENV 450 Environmental Impact Analysis Process (EIAP) Course

OBJECTIVE:  For each student to understand the management philosophy, objectives, and principles of the Air Force Environmental Impact Analysis Program (EIAP), which implements the requirements of the National Environmental Policy Act. At the end of the course, the student will have the foundation necessary to successfully manage the EIAP program at an installation, to include the preparation of categorical exclusions and environmental assessments, the full consideration of environmental impacts in the project decision-making process, and the skills necessary to oversee the development of an effective environmental impact statement. Each student will have the critical review skills required to provide a thorough review of contractor-prepared documents.

DESCRIPTION:  This comprehensive course provides an in-depth understanding of the National Environmental Policy Act (NEPA), the associated Council on Environmental Quality (CEQ) regulations, AFI 32-7061 (The Environmental Impact Analysis Process), and the associated regulations in 32 CFR 989. Key topics include: developing the Description of Proposed Action and Alternatives (DOPAA), evaluating and predicting environmental impacts from proposed projects and their alternatives, evaluation of cumulative impacts, public involvement and review, and legal NEPA case studies. Numerous class exercises will enable students to develop the necessary skills to analyze proposed projects, determine the appropriate level of EIAP documentation, prepare CATEX justifications, assist project proponents in developing reasonable project alternatives, prepare environmental assessments (EAs), oversee successful contractor preparation of EAs and Environmental Impact Statements (EISs), and ensure proper level of public participation in the process.

PRIMARY AUDIENCE:  Installation/Command EIAP managers, members of interdisciplinary EIAP teams, base decision makers, and Legal Counsel (JA).

SECONDARY AUDIENCE:  Contracting Officer, Quality Assurance Evaluator, Applicable Environmental Program Managers, and Contractors supporting installation programs.
