WRIGHT-PATTERSON AFB MASINT DEVELOPMENT CONSORTIUM (WPMDC)
CHARTER:
PURPOSE::
 
The purpose of this charter is to coordinate, enhance, and expand on-going and planned MASINT (to include MASINT-related activities such as Advance Geospatial Intelligence- AGI) activities at Wright-Patterson Air Force Base (WPAFB) by forming a consortium of Wright-Patterson organizations involved in MASINT activities.
CONSORTIUM GOALS:
 
  • Increase awareness, coordination, and collaboration of MASINT-related activities within organizations across WPAFB.
  • Foster and advocate MASINT analytical capability to meet increasing intelligence support needs.
  • Collaborate on future WPAFB MASINT activities to foster joint development endeavors.

BACKGROUND:
 
WPAFB organizations have been supporting, developing, and using MASINT capabilities since the early 60's.  The National Air and Space Intelligence Center (NASIC), as the DoD and Intelligence Community lead in the development and execution of MASINT capabilities, has been processing and exploiting MASINT data, as well as developing, prototyping, and validating new related capabilities, to satisfy operational, acquisition, and national intelligence requirements since the early 60's.  The Air Force Research Laboratory (AFRL) has, for some time, conducted extensive research in MASINT technologies and applications.  As a result, AFRL developed new and improved existing algorithms and software exploitation tools for potential use by the intelligence and operational communities.  The Air Force Institute of Technology (AFIT), as the Air Forces' technical education center, realized that there were insufficient government personnel that understood the science behind MASINT and subsequently developed the certificate program for MASINT studies and research that is now in full operation.  It is a natural decision to bring these organizations together to support the goal of expanding current and planned MASINT activities at Wright-Patterson Air Force Base.
MEMBERSHIP:
 
Primary membership consists of NASIC, AFIT, and AFRL.  The Executive Committee, consisting of the NASIC Chief Scientist, AFIT Dean of the Graduate School of Engineering and Management, AFRL/SN Chief Scientist, and AFRL/HE Chief Scientist, will provide overall guidance to the Consortium Chair. The Consortium Chair will serve as an interface between the Executive Committee and Consortium membership. Observer organizations (i.e., other Government agencies, MASINT contractors) may be invited to observe or participate in the WMDC at the discretion of the primary membership.
ADMINISTRATION:
  • The WMDC Chair will rotate between the three primary members on an annual basis.
  • The Executive Committee will meet twice a year.
  • General membership meetings will be planned for once a month.  Observer organizations may attend at the invitation of the Consortium.  Other meetings will be held on an as needed basis including possible sub-group meetings that may be established by the Consortium.

REPORTS:
 
Meeting minutes will be recorded by the facilitator, distributed to each primary member within one week after each meeting, and archived for historical value.
