Eligibility

  1. I participated in ROTC...am I eligible to apply?
    Yes, but only if you have completed any incurred military service obligation for ROTC participation.   Individuals must not have received educational benefits through ROTC for the that level of degree on the ADHPLRP application:  Exception:  1.  Individuals who received stipend from ROTC are eligible to apply , if they did not have any monies paid to the school by ROTC on their behalf.  2.  Those ROTC educational delay students that received no benefits from ROTC for the level of degree for which they are requesting ADHPLRP benefits are eligible to apply.
  2. Would applying for ADHPLRP make me ineligible for an AFIT assignment?
    ADHPLRP would not prevent you from applying to or accepting an AFIT assignment, however, the Active Duty Obligation (ADO) for the loan repayment does not run concurrently with the time spent in training or the ADO for AFIT. For instance, if you were to accept the ADHPLRP (with a 2 year ADO) and are also accepted for an AFIT assignment (with a four-year ADO) this means that whatever time is left on your loan ADO is suspended while going to school and would be added on after graduation to the AFIT four-year payback.
  3. I have heard that former HPSP/FAP are no longer ineligible. What loans can I get paid?
    The dependency between ADHPLRP and HPSP/FAP has been eliminated by the NDAA. Former HPSP/FAP will be eligible to apply for retention ADHPLRP, not accession. Anyone who has received the maximum HPSP/FAP benefit is ADHPLRP ineligible. Loans only for expenses that occur after the point that a person would be eligible for commissioning as a health services officer in HPSP/FAP but was not enrolled in HPSP/FAP when loan was disbursed.
  4. If I access, can I immediately apply for ADHPLRP for retention, since my corps was not offered accession?
    Possibly, if you accessed with a four-year minimum term of service, you may apply. Go to Approved Specialities for eligibility criteria.
  5. Can I receive both the NC Accession Bonus and ADHPLRP for Accession?
    Yes, Nurse Accession Bonuses (NAB) are authorized in conjunction with ADHPLRP. If offering the Nurse Accession Bonuses (NAB) in conjunction with ADHPLRP, the NAB agreement should be signed and process initiated prior to ADHPLRP agreement. The active duty service commitments for the NAB and ADHPLRP will be served consecutively . The Active Duty Service commitment total would be 4 years from accession bonus PLUS 2 years from ADHPLRP = 6 years Active Duty Obligation.
  6. Can I receive both ADHPLRP for accession and multi-year special pay at accession?
    NO. ADHPLRP generates an education ADO and MSP cannot be given to anyone with an educational ADO. But, someone with MSP can apply for ADHPLRP for retention. The ADOs for both are served consecutively.
  7. My only obligation is for a CRNA, am I still eligible?
    Yes. The ADO for the CRNA does not make you ineligible. The CRNA ADO and ADHPLRP ADO run concurrently.
  8. MSP, MRB, ISP and ASP
    The ADO for MSP and MRB runs consecutively to the ADHPLRP ADO. The ASP and ISP ADO runs concurrently with the ADHPLRP ADO.

Enrollment

  1. What documents should I include in my accession application/enrollment package?
    • Original signed application

    • Commander’s Letter of Certification post COT (Needed to ensure no pending adverse actions exist) with National Practitioner Data Bank Search printout and License Validation Form attached.

  3. When do I submit my final accession enrollment documents before or after I complete NTP?
    You must submit the final enrollment documents within 30 days of arrival at your permanent duty station. - Once you have successfully completed COT and NTP (if NTP is required).
  4. What about consolidated loans?
    My loans are consolidated into 2 payments but I actually have around 10 small loans. Prioritize the loans and list them in the order you desire payment to be made. Remember to attach a copy of the original loan paperwork for each loan you list so that the purpose of the loan can be verified. Continue on a separate sheet of paper if necessary.

  6. Is there a best guess as to when the Retention Boards will be held this year?
    FY10 ADHPLRP Retention Selection Board will be held on 25-26 Mar 2010 with an application deadline of 20 Mar 2010.

Payments

  1. How much will I receive each year?
    The maximum annual repayment that the Air Force may award an FY10 program participant is $40,000 (as of October 1, 2009, FY10). The award will be equal to the participant's validated debt up to the $40,000.00 ceiling. ADHPLRP awards are considered taxable income and will be treated as part of the participant's gross income for the taxable year in which payments are made. The participant is individually responsible for the tax liability on the repayment amount. The participant is also responsible for any unpaid loan balances. The Defense Finance and Accounting Service (DFAS) will withhold 28% from the award as federal income tax withholding, this amount will be reflected on the W-2. A separate W-2 will be sent from DFAS in January to the participant's home address on file with ADHPLRP. DFAS will send the payment directly to the lender listed on the approved ADHPLRP application following completion of selection package processing. Following this schema, ADHPLRP cannot pay off any "single" loan. However, we have a methodology in place that can allow us to pay off one or more of multiple loans. Keep in mind that the participant has received 100% of the validated debt, up to the annual ceiling, but 72% has gone against the loan and 28% to withholding.
  2. When will payment be made?
    There are a few tasks that need to be completed once selected for ADHPLRP before payments are made:
    Retention Selectee: AFIT will mail original ADHPLRP Service Agreement to selectee’s home address – selectee will sign – have squadron commander witness and sign – mail original to specified address for HQ AFPC/DPAM(D,N,W,P) before the 30 day suspense. Once AFIT receives confirmation from HQ AFPC/DPAM(D,N,W,P) original service agreement has been received and approved and AFIT receives verification of loans from lending institution payment will be authorized to DFAS for disbursement.
    Accession Selectee: AFIT will authorize payment to DFAS for disbursement once selectee completes COT and NTP (if NTP required), reports to their permanent duty station, mails original final enrollment documents to AFIT, and AFIT receives verification of loans from lending institution.
  3. Are payments quarterly or annual?
    A lump sum payment is made annually. If you applied for a one-year award, only one payment would be made on your behalf.
  4. I have a multi-year award, how will the loan balance carry forward in ADHPLRP?
    The ADHPLRP validated debt is the figure used to calculate future payments. If a member has $50,000 in validated debt, that member's award would be $30,651 in year one and $19,349 in year two. The member has received $50,000 from ADHPLRP, although the loan balance is a theoretical $27,931.28.
  5. How is accrued interest handled over the life of the ADHPLRP service agreement?
    ADHPLRP considers the initial loan balance 60-day payoff value as the cap for payments over the life of the ADHPLRP contract. ADHPLRP does not consider any interest accrued during the contract period. For instance, if one or more loans totaled $45k, and the 60 day payoff totals $45,225, $45,225 is the maximum ADHPLRP will pay over the contract period.
  6. Where is my W-2? I got my regular LES W-2 and didn't see the ADHPLRP award on it?
    DFAS Active Duty Pay issues your LES and its W-2. DFAS Travel issues your ADHPLRP payment and its W-2. The two systems do not talk to each other. Updating with one will NOT update the other. If you have moved, ADHPLRP needs that new information. ADHPLRP must have a current email address for when we send out address confirmation notices. Details do make a difference, including those such as the suffix "Street", or "Lane", or a complete apartment number, or even zip+4 if available, and correct details are imperative when dealing with overseas addresses.

Obligation

  1. How much time will I owe if I’m selected?
    If currently on active duty and selected for a:
    - One-year or two-year ADHPLRP award, you will add a two-year active duty service commitment (ADSC) to any existing educational and/or other multi-year incentive programs’ ADSC.

    What if I don’t need the entire net amount for the one-year award? Will the ADSC be prorated?
    No. If you accept an award of any amount, you incur an ADSC as listed in previous FAQ.
  2. I was told I was ineligible for a career broadening assignment until my ADHPLRP ADO has been discharged. That was not in any documentation.
    It is possible your assignments officer can interpret the ADO in this manner. The Service has control on your assignments and the ability to impose rules/restrictions beyond what the law and/or DoD policy state. Air Staff suggests that ADHPLRP is not a reason to disallow career broadening assignments.

Miscellaneous

  1. Which of my loans can I apply for repayment?
    1. Your health profession loans. Loans disbursed for the degree that allows you to apply for ADHPLRP. EXAMPLE: If an AFSC 46N (Nurse) is an offered quota for FY10 ADHPLRP then all loans associated with the BSN degree would be eligible for repayment.
    2. Debt due to not fulfilling a contract with an employer/foundation are not eligible for ADHPLRP. EXAMPLE: If you receive a scholarship or funds to pay for the degree you are applying for repayment and must repay the debt due to not fulfilling your contract with the employer/foundation – this debt is considered a “Penalty” and is not eligible for repayment.
