COURSE:  WMGT 412 Financial Management Course

OBJECTIVE:  For each student to understand the current principles, policies and processes of Air Force financial management and their application to a base civil engineer organization.

DESCRIPTION:  The curriculum covers three major subject areas. The first is basic financial management - accomplished by distance learning via the Financial Management Distance Learning Center (FMDLC). The second area, covered in-residence at AFIT, includes CE specific financial management issues to include CE cost accounting, the CE Material Acquisition System (CEMAS), discussions on the design and functions of IWIMS and ACES-FM, content and maintenance of shop rates, reporting requirements for General Officer Homes (GOH), basics of Project Programming, and the basics of Contracts. One day is dedicated to hands-on experience with both IWIMS and ACES-FM - conducted by the AFCESA subject matter expert. Finally, there is significant emphasis on Decision Support concepts and practice. While many portions of the class remain lecture or guided discussion, the basic structure for the course is CE financial related case studies, problem solving and program presentation.

PRIMARY AUDIENCE:  CE Financial Manager, Budget Analyst/Assistant, Accounting Technician

SECONDARY AUDIENCE:  CE Resources Flight Chief, Comptroller Squadron CE Budget Analyst, MAJCOM A7R Budget Analyst

GRADE:   Officer: Yes (all CE officers); Enlisted: Yes (E5-E-9); Civilian: Yes (GS-5 and above)

PREREQUISITES:  Prior to admittance to WMGT 412 in residence, students must have completed the Financial Management Distance Learning Center (FMDLC) “FM Body of Knowledge” course and have provided course completion certificates (or their FMDLC transcript) to the WMGT 412 Course Director. (You can locate these prerequisites directly on the FMDLC or you can access the FMDLC through the CE Virtual Learning Center ADLS Gateway, https://fm.csd.disa.mil.)
