Charles F. Youther is Associate Dean, School of Systems and Logistics at the Air Force Institute of Technology. He returned to the School of Systems and Logistics from the Defense Acquisition University in July 2001 to take on the duties of Associate Dean. Mr. Youther previously joined DAU from the Air Force Institute of Technology faculty with the DAU reorganization in April 2000.
Mr. Youther came to AFIT in 1984 from the active duty Air Force where he served as a supply officer; an AFROTC instructor; a missile combat crew member, instructor, and standardization evaluator; and a laboratory officer.
Mr. Youther was the Course Manager and sole instructor for the DoD Provisioning Course (DAU LOG 205), a course he developed in response to DoD requirements in 1994 and taught until his departure in 2001. While at DAU, he taught numerous offerings of the DAU Reliability and Maintainability course, LOG 203, and guest lectured in other DAU and AFIT courses.
Mr. Youther is a graduate of Squadron Officer School and Air Command and Staff College and an Honor Graduate of the Air Force Supply Officers' Course. He has been a member of the Honors Faculty of the College of Arts and Sciences of the Louisiana State University and Agricultural and Mechanical College. Mr. Youther is a member of Beta Gamma Sigma and the Society of Logistics Engineers.
In his primary discipline, provisioning management, he served on numerous Department of Defense, Air Force, and Major Command committees, process action teams, implementation teams, and policy groups. He was a member of the DoD/Industry Provisioning Policy Implementation and Coordination Team and the AFMC Supply Support Reengineering Executive IPT. He has been active in international education and consulting efforts, including the conception, development, and presentation of the AFIT International Logistics Workshop, a special six-week education program for logistics officers from friendly nations conducted at the School for three years. He has authored and co-authored several texts and articles related to provisioning management. His article on transforming Air Force supply support was chosen "Most Significant Article of the Quarter" by the Air Force Journal of Logistics. This article served as the philosophical basis of the subsequently implemented Air Force Reformed Supply Support Process. He was active in faculty governance and has served as President of the LS Faculty; Vice President for PCE; Faculty Senator; Secretary of the Faculty Council; Chair of the PCE Rules, Policies, and Procedures Committee; Chair of the Academic Standards Committee; and as a member of several other standing and ad hoc committees. He served as President of the AFIT Faculty Senate in 1995.
