Purpose The Systems Acquisition activity is the process of developing concepts into producible and deployable products that provide operational capability to the user. The goal is to develop the best value solution across the system's life cycle that meets the user's requirements. Within the Systems Acquisition activity, there are two phases. System Development & Demonstration Production & Deployment The purpose of the System Development and Demonstration phase is to develop a system that is producible, supportable, and affordable and to demonstrate system integration, interoperability, and utility. Entrance Criteria: Entrance into System Development and Demonstration depends on: - Maturity of the required technology - Approved Requirements (to include an ICD and a Capabilities Development Documents (CDD) that describes specific program requirements). - Affordability Determination - Full Funding A system can enter SDD either directly from technology opportunity and user need activities or from Technology Development. In general, maturity of technology will determine which path is used. To be considered mature, the technology must be demonstrated in a relevant environment or, preferably, in an operational environment. Technology readiness assessments, and where necessary, independent assessments shall be conducted. Typically, the DoD Component S&T Executive will conduct the assessments. Milestone B (MS B) A successful Milestone B authorizes entry into System Development and Demonstration. This typically initiates an acquisition program. If Milestone B is approved, the MDA approves: The acquisition strategy (if an Evolutionary Strategy is used, then the strategy shall include a TDS for the technology development activities for subsequent increments) The acquisition program baseline for development System Development & Demonstration exit criteria System Integration The program enters System Integration when a technical solution for a system has been determined but subsystems have not yet been integrated into a complete system. The validated CDD guides this work effort. This effort typically includes the demonstration of prototype articles or engineering development models (EDMs). Design Readiness Review (DRR) The DRR held during SDD provides an opportunity for a mid-phase assessment of design maturity evidenced by several factors such as: number of drawings completed, and adequate development testing. The MDAs may, consistent with the intent of the 5000.2 guidance, tailor the form and content of the DRR. Successful completion of the Design Readiness Review ends System Integration and continues the SDD phase into the System Demonstration effort. System Demonstration The Systems Demonstration work effort is intended to demonstrate the ability of the system to operate in a useful way consistent with approved Key Performance Parameters. During System Demonstration, the user will refine the requirements in the CDD and document the ultimate production requirements in a Capabilities Production Document (CPD). System demonstration ends when: The system is demonstrated in its intended environment and meets approved requirements Industrial capabilities are reasonably available The system meets or exceeds SDD exit criteria and Milestone C entrance requirements.
