WRIGHT-PATTERSON AIR FORCE BASE, Ohio - In April the Scientific Test and Analysis Techniques in Test & Evaluation Center of Excellence (STAT T&E COE) was established at the Air Force Institute of Technology Graduate School of Engineering and Management by the Deputy Assistant Secretary of Defense for Developmental Test and Evaluation, Commander, Air Training and Education Command, and Director, Air Force Test and Evaluation.
"The establishment of the STAT T&E COE is a testament to the Department of Defense's commitment to acquisition excellence," said Mr Ricky Peters, Director of Test & Evaluation, HQ USAF. "The increased scientific rigor within the T&E community will provide senior leaders defensible information to make informed and timely decisions."
"The Department of Defense is looking to find efficiencies in all its operations, including test and evaluation. By applying scientific methods to the test design, we can not only achieve great efficiencies, but we can significantly improve confidence in our results. The STAT T&E COE will provide a critical venue for enhancing the test design for DoD acquisition programs," said Dr. Steven Hutchison, Principal Deputy, Office of the Deputy Assistant Secretary of Defense for Developmental Test and Evaluation (DASD(DT&E)).
The STAT T&E COE will support the Under Secretary of Defense for Acquisition Technology and Logistics, the Assistant Secretary of Defense for Research and Engineering, and the Deputy Assistant Secretary of Defense for Developmental Test and Evaluation, in finding efficiencies in defense acquisition. The COE is envisioned as a T&E capability to promote collaboration and best practices in the application of STAT for T&E strategy development.

AFIT was designated the center based on the institutes' ardent technical expertise in statistical aspects and methods of testing new systems. AFIT is the Air Force's Graduate School of Engineering and Management as well as its institution for technical professional continuing education. AFIT has been a leader in research in Test and Evaluation and has most recently teamed with the Air Force Materiel Command in developing and delivering work force development materials to the Air Force acquisition community making AFIT a natural choice for the new center.
