COLONEL BARRY S. MINES

Colonel Barry S. Mines is the Dean of the Civil Engineer and Services School (CESS) at the Air Force Institute of Technology.  The CESS provides for the technical and management continuing education needs of the Civil Engineer and Services missions.  It provides the initial skills training for all Lieutenants entering either the civil engineer or services career field in the U.S. Air Force. The school teaches 65 courses and seminars educating over 5300 students annually. Additionally, three of the school’s environmental courses are approved for all of DoD by the Interservice Environmental Education Review Board.


Col Mines received a four-year AFROTC scholarship and graduated from the Virginia Military Institute with a Bachelor of Science Degree in Civil Engineering in May 1984, as a Distinguished AFROTC Graduate.  His graduate studies culminated with a Doctorate in Civil Engineering from the University of Florida.  He has served in various capacities in the civil engineer career field, including both base and MAJCOM level civil engineer positions, instructor duty at the U.S. Air Force Academy, and as an airfield pavements specialist for the Air Force Civil Engineer Support Agency.  Col Mines has served in multiple command positions, as a RED HORSE deputy commander and as a commander of both a Contingency Response Squadron and a Civil Engineer Squadron.  He is a registered professional engineer in Delaware.
