Mr. Menchaca was born in 1963 and raised in Del Rio, Texas. He attended college at the United States Air Force Academy studying Behavioral Science. He commissioned into the AF after graduation and began a career in the acquisition arena. He left Active Duty after 20 years, spent 2.5 years as an IBM consultant, and then joined AFIT as a civil servant instructor. He completed a Master's Degree in Computer Science and a Doctorate of Business Administration in Strategy and Innovation. He became a Certified Scrum Master and is certified at Level II in the AF's APDP program in Engineering. He is now the Course Director for Intermediate Project Management 301.
