Mr. Brian D. Vicars is the Director, Department of Nuclear Command and Control Communications (NC3) Studies at Barksdale Air Force Base, Louisiana. In this capacity, he leads a dedicated team responsible for educating, advocating for, and motivating hundreds of Airmen and Guardians involved in the vital nuclear/NC3 enterprise through comprehensive professional continuing education programs.
Originally from Dayton, Texas, Mr. Vicars began his distinguished 23-year Air Force career in 1997, enlisting as a Command Post Specialist. His service included over six years in headquarters staff roles and more than a decade of focused NC3 experience. Before assuming his current role, Mr. Vicars served as a program element manager within the AFNC3 Center, where he managed several key NC3 systems supporting the weapon and Plan, Program, Budget, and Execute process. Earlier in his career, he managed the Command Post Nuclear Command and Control (NC2) Quality Assurance program, responsible for oversight management, operations, training, systems, and reports functional offices, ensuring program effectiveness, process efficiency, and regulatory compliance. Mr. Vicars earned an Associates Degree in Information Systems Technology from the Community College of the Air Force and a Bachelors of Science degree in Information Systems Management from the University of Maryland University College.
