Led expansion of SE program from 1-2 students per year to approximately 100 students per year. Initiated first AFIT graduate certificate program available through Distance Learning (DL). Established new Masters program for AF Intermediate Developmental Education students.  Established new doctoral program in SE. Established and gained approval for first AFIT DL degree program. Gained 6-year ABET accreditation for both new and legacy MS programs in SE for two consecutive evaluation cycles (2003 and 2009).

 

Jan 2009 – Jul 2010: Consultant to Peerless Technologies, Inc.

Part of Small Business Innovative Research (SBIR) Team on Department of Homeland Defense effort for building defense against chemical/biological attack. Personally developed a building airflow model and optimal sensor placement scheme for rapid development of chem/bio sensor networks.

One of four faculty members co-located with the AF CSE to provide consultation, research direction, outreach, and collaboration with other civilian and government graduate and continuing education providers. Provided consultation services regarding implementation of capability based development and early application of Systems Engineering to numerous high level DoD acquisition executives, user requirements organizations and external review panels.

 

Apr 2003 – Sep 2005: Chief, Education and Training Division, AF Center for Systems Engineering

Led 8 person team in direct support of Senior Executive Director of AF Center for Systems Engineering. Ensured consistency and credibility of graduate and continuing education, research and application of Systems Engineering.

Established new Air Force Center for Systems Engineering in direct response to initiative by the Secretary of the Air Force. Gained approval for budget, personnel, and facilities for 25 person organization, drawing resources from across 3 major commands.

 

Mar 2002 – Jul 2002: Interim Associate Dean, AFIT/EN

Hand-picked by Dean to fill in as Associate Dean (Dean of Students). Responsible for mentorship, accountability and discipline of approximately 300 full time AF graduate students.  Responsible for training reports of all military students. Acted as graduate school spokesman for high level visits by senior AF leadership, community leaders and prospective research partners.

 

Aug 2001 – Mar 2002: Deputy, Department of Aeronautics and Astronautics, AFIT

Military focal point for department. Responsible for writing Officer Performance Reports (OPR’s) and Training Reports (TR’s) for all military faculty and students in the department.  Supervisor for academic support staff.

 

Apr 1998 – Jul 1999: Chief, Hard Target Smart Munition Integrated Product Team (IPT)

Air Force Research Laboratory, Eglin AFB, FL

Planned, organized, and directed 15-person HTSM IPT in the development of weapons technologies for hardened and deeply buried target attack and counterproliferation (CP) weapons to defeat weapons of mass destruction (WMD).

 

Jul 1995 – Apr 1998: Program Manager and Chief, Low Cost Autonomous Attack System (LOCAAS) Integrated Product Team, Air Force Research Laboratory, Eglin AFB, FL

Led 15 person, multi-program development effort for a revolutionary ground attack munition concept. Formulated and conducted new programs for time-phased technology development fulfilling critical need. Manager of Powered LOCAAS program - $25M, 4-year flight test demonstration program critical to ACC. Responsible for all aspects of Powered LOCAAS including contract negotiations, program planning and budgeting. Laboratory lead for transition of ground mobile target munition technology.

 

May 1992 – Jun 1995: Doctoral Student in Aeronautical Engineering, AFIT

Developed a multi-objective, discrete-time, optimal control synthesis technique for robust control of dynamical systems.

 

Jan 1990 – Apr 1992:  Operations Manager and Chief, ICBM Flight Test Integration

6595 Test and Evaluation Group, Vandenberg AFB, CA

Led test team planning, scheduling and field test efforts for the Small ICBM and Peacekeeper flight test programs. Mission controller responsible for fusing test range, safety, and launch team activities for the Test Director during countdown and flight test operations. Managed requirements, production, distribution and initial evaluation of test data reports on launch events.

 

May 1988 – Dec 1989: Masters Student in Aeronautical Engineering, AFIT

Developed baseline experiment for active control of structural vibrations.

 

Oct 1983 – Apr 1988: Armament Systems Analyst, Foreign Technology Division, Wright Patterson AFB, OH

Served as lead DoD engineer in the development of analytic methodology and assessments of Soviet air-to-air missile (AAM) electronic counter-countermeasures (ECCM) techniques.  Produced threat assessment documents for the intelligence community and weapon systems and tactics developers.
