Dr. Liebst served on the Twin Cities AIAA Section Council from 1982 to 1984. In 1982 he was elected as the Young Member Committee Chairman. In 1983 he was appointed as the Director of the Region 5 1983 AIAA Student Paper Conference with responsibility for coordination of all transportation, meals, lodging and meeting arrangements for over 100 student conference attendees.
Dr. Liebst served on the Dayton and Cincinnati AIAA Section Council and has served on in since 1989-1997.
Dr. Liebst served on the Program Committee for the 1985 American Controls Conference held in Boston June 1985.
Dr. Liebst served on the Program Committee for the First IEEE Conference on Control Applications held in Dayton September 1992.
Dr. Liebst served as the President and Vice President, Honor Seminars of Metropolitan Dayton.
