Col William F. Julian
Director, Civilian Institution Programs
Col William F. Julian is the Director, Civilian Institution Programs, Air Force Institute of Technology, Wright-Patterson Air Force Base, Ohio. He manages graduate school and continuing education assignments required to support nearly every aspect of the Air Force’s mission. He oversees 2,400 Air Force members pursuing advanced academic degrees and certifications at over 350 civilian universities, thirteen nations, research centers, hospitals, business organizations and governmental agencies valued at $90M annually. Graduates include medical professionals, attorneys, chaplains and line officers earning degrees in academic disciplines at all levels.
Prior to this assignment, he was Vice Commander for the LeMay Center at Maxwell, AFB, AL. The center is responsible for the research, development, and production of Air Force doctrine, lessons learned, and coordination with joint and multinational doctrine development activities. The center is also responsible for advocating the proper doctrinal representation of air and space power in exercise scenarios, war games, models and simulations, and providing policy and guidance of Air Force doctrine through education and focused outreach.
Col Julian graduated from the United States Air Force Academy in 1998, earning his commission through the Academy. He flew as a MC-130 crewmember for multiple missions in support of Operations ENDURING FREEDOM and IRAQI FREEDOM in Afghanistan and Iraq respectively. He is a master navigator with over 2500 hours in the MC-130E and MC-130H.
