Mr. Brian D. Vicars is the Director, Department of Nuclear Command and Control Communications (NC3) Studies at Barksdale Air Force Base, Louisiana. As the director, he is responsible for leading a team that educates, advocates, and motivates hundreds of Airmen and Guardians engaged in the nuclear/NC3 enterprise every year through professional continuing education.
Originally from Dayton, Texas, Mr. Vicars enlisted in the United States Air Force in 1997 where he started his 23-year career as a Command Post Specialist. While active duty he garnered over 6 years of headquarters staff and over 7 years of NC3 experience. Prior to this position, Mr. Vicars was assigned to the AFNC3 Center as a program element manager, responsible for several NC3 systems supporting the overall weapon and Plan, Program, Budget, and Execute process. Preceding the center, he managed the Command Post Nuclear Command and Control (NC2) Quality Assurance program responsible for oversight management, operations, training, systems, and reports functional offices respective to programs, processes, efficiency, and compliance.
