COURSE:  WHSS 301 Certified Defense Privatization Management - Level 2

OBJECTIVE:  To provide an understanding of the framework and requirements of the DoD Portfolio Asset Management (PAM)Program for housing privatization, the relationships between privatized and non-privatized assets and the operational requirements that may exist on various installations/bases. Also provide an understanding of the monthly, quarterly, semi-annual and annual reporting requirements and metrics of the DoD PAM Program.

DESCRIPTION:  The course will cover the privatization process from transition to long term viability. It will help prepare management level personnel for the requirements of the PAM process and provide training in financial analysis to assist in identifying trends that may positively or negatively affect the program. Course will cover the Congressional and the DoD PAM reporting requirements, responsibilities of the Portfolio and Asset Manager, private sector financial reporting metrics and evaluation of financial spreadsheet data to assist in the decision making process. Also discussed will be personnel transition issue, program continuity and other management tasks identified in the various Service‚Äôs Lesson Learned seminars.

PRIMARY AUDIENCE:  Housing Manager, Housing Asset Manager, Capital Asset Element Chief, Chief of Assistance, Chief of Facilities, Privatized Housing Program Manager, MAJCOM Housing Staff

GRADE:   GS-9 (or Equivalent) and above

PREREQUISITES:  Courses Must Be Taken Sequentially

SPECIAL REQUIREMENTS:  Upon approval by AFIT to attend the class, students are required to apply with the Military Housing and Lodging Institute for the course. Your government travel card will be required to pay for the class. Reimbursement will be authorized following completion of the course.
