The Civil Engineer School at the Air Force Institute of Technology (AFIT CE) supported the ‘Indo-Pacific Unity Allies & Partners Summit’ in Guam in July 2026 by delivering an installation planning and contingency base planning hands-on session.

The summit brought together 50 participants from the United States and allied and partner nations across the Indo-Pacific to strengthen regional infrastructure planning and interoperability.

Capt. Nate Dyer, AFIT/CE instructor and installation planning subject matter expert, developed the tabletop exercises using custom maps, 3D-printed infrastructure models, and planning tools that provided hands-on applications of civil engineer planning concepts.

The materials will also become enduring instructional assets for future AFIT CE courses, including the ‘Air Force Civil Engineer Officer Initial Skills Training’, or WMGT 101 course that enhances civil engineer readiness and coalition planning capabilities.

The Civil Engineer School develops agile, innovative, and ready Airmen Engineers able to build, maintain, and recover resilient installations ensuring the platforms from which our Air Force delivers airpower anywhere in the world.
