Course Description

COURSE:  WENV 418 Environmental Contracting Course

OBJECTIVE:  For each attendee to gain an understanding of the contractual aspects of planning, organizing, preparing, and managing the provisions of Environmental contracts to satisfy Air Force requirements in the most efficient and effective manner.

DESCRIPTION:  This course increases the capabilities of environmental personnel to prepare and manage Environmental contracts. The fundamentals of govt contract preparation are emphasized, for example, determining acquisition strategies, type of contract, source selection methods, contract vehicles, small business policies, funds management and acquisition drivers. The process of writing SOWs and PWSs are presented and applied. Emphasis is placed on AFCEC processes and policies. The fundamentals of managing contracts, such as modification, scope, surveillance, documentation, and remedies are stressed. The course will address execution agents such as AFCEC, GSA, the US Army Corps of Engineers, local contracting and other ordering agencies. NOTE: This course will require approximately 10 hours of online work prior to attendance.

PRIMARY AUDIENCE:  Environmental Program/Project Managers, Contracting Office Representatives, Environmental Personnel with contract responsibilities.

SECONDARY AUDIENCE:  Installation Management Chiefs, Supervisors of the Primary Audience, Acquisition Planning Team Members.

GRADE:   Officers: O1-O5; Enlisted: E3-E9; Civilians: GS7-GS15

PREREQUISITES:  Education: High school graduate and above

SPECIAL REQUIREMENTS:  This is a ‘blended’ course which means there is required a combination of online work on your own and live broadcasts to be attended. Approximately 10 hours of online work must be completed at your own pace starting approximately 26 July 2021 before the live portion of the class begins on 9 August. The Course Manager, Mr. Scott Goodrich, will send you the Canvas login credentials (if you don’t already have them) and the instructions to access Adobe Connect will be posted within the course on Canvas. Each day during the period 9 - 13 Aug 2021, the course will be live broadcasted via Adobe Connect from 1200 – 1700 EST, and each day there will be an additional hour of online work required of you. The course will conclude on Friday, 13 Augus, 1700 except for the online exam which will be due the following week. NOTE: Individuals working CE contracting issues outside the environmental field should NOT enroll in this course. The appropriate course will be MGT 421, Contracting for CE.
