COURSE: Early Considerations for EIAP SeminarOBJECTIVE: The objective of this course is for each student to understand their Environmental Impact Analysis Process (EIAP) role in the multiple project delivery process steps prior to the start of EIAP. The course will support Environmental Planning Function (EPF), environmental staff, and project proponents in identifying and planning the Pre-environmental Impact Analysis Process (PREIAP) requirements. The course will also identify which actions are required and who is responsible to complete prior to the initiation of the formal PREIAP process. DESCRIPTION: Major topics include: requirements identification, Installation Development Plans (IDP’s)/District Plans, the Comprehensive Planning Platform (CPP), project programming (for natural and built infrastructure projects), real estate transactions, funding types, and acquisition planning. Delivery will be through informal lecture and application exercises. PRIMARY AUDIENCE: AFCEC NEPA Center (CZN) Project Managers, Installation Environmental Planning Function (a.k.a. Environmental Planners), Project Proponents, and others with EIAP responsibilities. SECONDARY AUDIENCE: Environmental Element Chiefs, Installation or AFCEC Community Planners, MAJCOM and AFIMSC Detachment CZO and CZT staff, Mission Liaison Officers, Installation Project Programmers. GRADE: Officers: O1-O6; Enlisted E3-E9; Civilians: GS7-GS14.
