COURSE: WESS 250 Early considerations for EIAP Seminar  

OBJECTIVE:  The objective of this course is for each student to understand their Environmental Impact Analysis Process (EIAP) role in the multiple project delivery process steps prior to the start of EIAP. The course will support the Environmental Planning Function (EPF), environmental staff, and project proponents in identifying and planning the Pre-environmental Impact Analysis Process (PREIAP) requirements. The student will also be able to identify which actions are required and who is responsible to complete them prior to the initiation of the formal PREIAP process.
DESCRIPTION:  This course provides a fundamental understanding of the early actions in project delivery leading to a more efficient National Environmental Policy Act (NEPA) process. The course provides ongoing education on EIAP responsibilities for members proposing projects/actions and Environmental Planning Function personnel. Students will learn how to work with stakeholders on expedient data gathering needed as part of internal scoping/PREIAP in preparation of the start of the Description of Proposed Action and Alternatives (DOPAA). Major topics include: building stakeholder bridges, plans in the Comprehensive Planning Platform (CPP), project programming for EIAP, funding types, timing and levels of documents, and the AF Form 813/813 Tool. Delivery is through informal lecture and application exercises.

SECONDARY AUDIENCE:  Environmental Element Chiefs, Environmental Program Managers, Installation or AFCEC Community Planners, AFCEC CZO and CZT staff, MILCON Design Managers, Mission Liaison Officers, Installation Project Programmers, Contractors supporting the Air Force environmental program, and all others with EIAP responsibilities
