AFIT's Civil Engineer and Services School closes out another successful year!

CESS at AFITWe are proud of the Civil Engineer and Services School because we offer tailor-made courses to our people given by some of the very best instructors in the Air Force. Our student operations directorate does outstanding work getting our students here and taking care of them once they arrive. We believe we provide timely, vital education throughout an individual’s career.

Highlights of FY07 are as follows:



  • The School graduated more than 1400 resident students and 2300 satellite students in FY07.
  • The Civil Engineer and Services School offers two badge awarding courses, WMGT 101, Intro to Base Civil Engineer Organization, and WSVS 101, Services Initial Skills. The first several weeks of both courses are held in residence at the schoolhouse and provide students with lessons needed to carry out their duties in their respective career fields. For the finalImage Description Here seven academic days, students from both courses fly out together to the Silver Flag Exercise Site, Detachment 1, 823rd RED HORSE Squadron, Tyndall AFB FL. At Silver Flag, the AFIT Staff and Silver Flag Cadre conduct Officer Field Education (OFE). OFE provides "hands-on" education to CE officers in force beddown, rapid runway repair, disaster preparedness, fire rescue, bare base assets, and command and control and to Services officers in the areas of Basic Expeditionary Airfield Resources (BEAR) and command, control, and communication (Services Control Center operations). The Civil Engineer and Services School awarded CE badges to 87 CE officers and Services badges to 55 Services officers attending these courses in FY07.
  • The first ever Air Force Electrical Safety Program Requirements  Seminar was held via two one-day satellite broadcasts. The seminar provided students with a comprehensive review of Air Force electrical safety guidance and criteria as well as practical implementation recommendations. Some of the subjects taught included OSHA, NFPA, arc flash energy analysis, lock-out/tag-out, worker and management responsibilities, and preparation of energized work permits. CESS reached its largest audience ever for a single seminar via satellite—736 students.
  • The School added a new DVD course, WENV 175, Environmental Management in Deployed Locations. The objective of this course was to prepare civil engineers for performing environmental duties in deployed locations. The course provided an overview of pertinent overseas environmental guidance, baseline surveys/closure reports, plans, hazardous materials, hazardous waste, water/wastewater, Petroleum Oil and Lubricants (POL) management, and resources available for deployed environmental managers. This course fulfilled the Air Force Instruction 10-210 Civil Engineer Officer/Alternate minimum training requirement for 4FPEA, 4FPEB, and 4FPEP UTCs.
  • The School also added a new resident course, WENV 160, Qualified Recycling Program. The objective of this course was for each student to understand the Department of Defense requirements for operating a Qualified Recycling Program. This course prepared students to successfully plan and execute an installation Qualified Recycling Program. This course is Interservice Environmental Education Review Board (ISEERB)
    approved for all DoD components.
  • The Environmental Education Center (EEC), a program that is part of the Civil Engineer and Services School, is responsible for ensuring that all USAF personnel involved with environmental programs have an opportunity to attend appropriate technical and management environmental education. The EEC assists in identifying educational requirements, locating or developing educational resources to satisfy those requirements, and providing financial resources for the student to attend the course. The EEC was able to provide funding for 468 students in FY07.
  • In addition to the regular schedule of resident and satellite courses, the CESS faculty took some of our courses and seminars out on the road to teach students at their home stations. Examples of some of the seminars taught were ESOHCAMP, Project Programming, Financial Management, and the EMS Auditor, while some of the full courses were Roof Design and Management, Protocol, Simplified Facility Design, and Housing Management. The CESS faculty were able to present seminars to 150 students and full courses to an additional 200 students in FY07.
