COURSE: WMSS 670 Civilian BCE/DBCE Seminar

OBJECTIVE:  Bring together Civilian Base Civil Engineers (BCEs), Deputy Base Civil Engineers (DBCEs) and equivalent Civilian CE leaders with experts across the CE Enterprise to strengthen attendees’ ability to make decisions in complex environments, integrate enterprise priorities, and effectively lead people, resources, and missions across the CE enterprise.
DESCRIPTION:  The Civilian BCE/DBCE Seminar strengthens current and prospective Civilian Base Civil Engineers (BCEs), Deputy Base Civil Engineers (DBCEs), and equivalent Civilian CE leaders’ ability to lead installation civil engineer organizations. The seminar provides updates on current topics, explores installation-level challenges, and emphasizes the leadership perspective required to effectively execute the CE mission. The curriculum includes advanced discussions on roles and responsibilities across the CE enterprise, functional subject matter, areas of change, and pressing contemporary issues impacting the force. Students engage with senior military and civilian leaders and functional experts from the Air Staff, MAJCOMs, AFIMSC, U.S. Space Force, and across the CE enterprise to gain enterprise-wide perspectives and share/apply best practices to mission execution.
PRIMARY AUDIENCE:  One Civilian BCE/DBCE/Leader (GS-13 to GS-15/NH-03 to NH-04) from each Installation is invited to attend in person
SECONDARY AUDIENCE:  Installation Civilian Civil Engineer leaders (GS-13 to GS-15/NH-03 to NH-04) who are unable to attend in person may register for the virtual option on the cvent site, Home - 2026 Civilian BCE/DBCE Seminar, (or contact the Course Director)
